You can do it by puting an anchor in the document at the desired location, then calling the anchor the the top.
For example to jump to right here, you would put <a name="anchor name"a> at the jump destination and call it with the <a href'"jump here"a> at the start point as I have at the first word achhor in the first paragraph.
